President — Indu Elapatha, PQS
Indu Elapatha is a Senior Cost Estimator at the Concost Management Inc. She obtained her Professional Quantity Surveyor designation in 2014, and served as the Director for By-Laws and communications in the CIQS-BC 2016/2017 board.
Having obtained the National diploma in Quantity Surveying in Sri Lanka, Indu has worked at several internationally funded infrastructure development projects including Road development, Water supply and Rehabilitation projects.
Her experience in Canadian construction industry is broadened to include Industrial, commercial, Institutional, Tenant Improvements, and Residential development projects. Indu is also an active member of Association of Advancement of Cost Engineering International (AACEi), and an associate member of Royal Institute of Chartered Surveyors (RICS)
Vice President — Shane McKernan, PQS
Shane is a Partner of Quantus Consulting & Management Inc., based out of Vancouver, British Columbia. With over a decade of experience in the construction sector, Shane’s experience includes cost planning, project loan monitoring and project & construction management. Shane has been on the CIQS – BC Board of Directors since 2013, where he joined as the boards first ever student member. He has since been elected Treasurer/Secretary in 2016, and more recently the Vice President in 2017.
Shane started his career as a Red Seal carpenter, who then graduated from the BCIT Construction Management program in 2013. He also holds the PQS designation within the CIQS and has been elected as an Associate member of the RICS.
Past President — Angela Lai, PQS
Angela is a professional quantity surveyor with over 16 years’ experience in the construction industry spanning South Africa, the UK and Canada. Angela's experience is diverse having worked as a cost manager, a project monitor and a management consultant. Angela also brings extensive international lecturing experience and is currently a part-time instructor at the British Columbia Institute of Technology for the CM Degree Program, an APC assessor for the Royal Institution of Chartered Surveyors (RICS) and an instructor for Passive House Canada.
Director, Long Range Education — Jack Chen, PQS
Jack has a Bachelor’s Degree in Industrial and Civil Engineering from East China Jiaotong University. He is a Professional Engineer, a Professional Quantity Surveyor and a Project Manager with over 25 years’ experience in the construction industry, especially in the field of construction project management and quantity surveying.
As the Principal of BC Quantity Surveyors Inc., he is very active in the Engineering, Quantity Surveying, Depreciation Report and Project Management business in BC, thus giving him firsthand knowledge of current construction prices and the latest equipment and building/renovation methods. Jack's expertise ranges from building renovations to development projects totaling more than $112 million.
Director, Education — Keith Damphousse, PQS
Keith is a Senior Quantity Surveyor with LEC Group specializing in cost planning, payment certification, and loan monitoring. Since joining LEC in 2012, Keith has been able to work on numerous projects including elementary schools, post-secondary institutions, casinos and entertainment facilities, health care projects, shopping centers, warehouse facilities, heavy civil projects, and residential.
Keith holds a diploma of technology from the British Columbia Institute of Technology and is in the process of completing the Construction Management degree.
Director, Maketing — Pasindu Gunathilake, CEC
Pasindu accumulated his experience and education globally beginning by completing his Higher National Diploma in Quantity Surveying & Building Economics in Sri Lanka. He then moved to UK where he earned his Bachelor’s degree in Quantity Surveying from the University of Salford, in Manchester. He has Quantity Surveying and Estimating experience in the construction and development industry in Sri Lanka, Oman and Canada.
His experience includes Cost Planning, Loan Monitoring, Cost Control, Cost Management, Contract Administration, Construction Claims and Variations. Prior to his current position at ConEcon Consultants as a Quantity Surveyor, he worked as an Estimator in Lower Mainland for commercial, residential, and tenant improvement projects.
