CIQS–BC Fall 2017 Newsletter

This is the fall edition of CIQS-BC abbreviated newsletter which keeps you connected with the local Institute.
Indu Elapatha, PQS - Professional Quantity Surveyor

I am so glad that summer vacation is over. I believe you all had the opportunity to find some time to relax with the family and friends. Board of Directors of CIQS-BC is also getting back to work and commencing some of our initiatives. We will constantly look to the future and implement ideas and strategies for the advantage of CIQS-BC members. All our board members are meeting and setting their plans for the year—each has a full agenda.

We would like to welcome James Sheldon Bell onto our team as the Student Representative. James is an associate member of CIQS, and an Electrical Coordinator for the North Vancouver School District. He is a Master Electrician –with over a decade of experience, and is currently pursuing a bachelor’s degree in construction management at BCIT, as well as his PQS designation. We anticipate that his skills, experience will be an asset to the board.

Our first dinner event for the season was held on September 21st 2017, “Passive House: A Value Management Tool?” with Adam James from Rider Architecture. We are planning our next speaker event to happen at the end of November. Stay tuned to our calendar for exciting upcoming events.

In the meantime, we are in the process of planning our October exams. This is the first year that we are holding examinations in October for the fall season. We have 4 candidates registered taking 6 exams. Congratulations! to those who are sitting for the examinations in October.

We understand that in order to achieve our collective vision, we must have an energized and engaged membership. The strategic planning process is very important as CIQS is nearly 60 years old. It is imperative that our organization ensure providing members with the best experience possible. Therefore CIQS National council is planning to facilitate communication through membership survey to identify the views of the members regarding their proposed changes to the governance structure. We hope this will be a good opening to gauge the changing viewpoint of membership and facilitate association strategic planning.

Finally, now that summer is over, let’s get working on making CIQS-BC a better organization by using its services, attending section meetings, meeting friends at these meetings, introducing colleagues to CIQS, using CIQS’s great resources, and if you choose, volunteering to work on CIQS activities.

Welcome back from the summer. CIQS-BC has organized the annual CIQS-BC Golf Tournament on August 25th, 2017, and teamed up with RICS Americas on August 10th 2017 to organize the Summer Social.

Our first dinner event of the year 2017/2018 was held on September 21st, 2017. Unfortunately the number of attendees didn’t meet our expectation. As we only hold dinner events on four occasions during the year, we encourage everyone to attend these events along with your peers to make the most out of it.

Upcoming Events  [all details are on the website]

Our next dinner event will be in November 2017, which also going to be an interesting presentation related to the current construction market in lower mainland, we will get you more information about this in the near future.

We have received some feedback from our members regarding our past event, and aim to implement some of the suggestions put forth for consideration. We encourage everyone to contact us at with your comments or suggestions to help us improve our future events.

Connecting With Local Institutes

Over the past month we have been connecting with instructors at BCIT and look forward to several information sessions on campus for this fall as well as the annual student mixer in the New Year.

CIQS Exams

Several students will be writing CIQS exams over the month of October. Special thanks to those who have volunteered as Invigilators. Anyone looking to write exams is asked to contact CIQS.

CIQS Courses

CIQS-BC currently has one course being offered through BCIT Part Time Studies for the Fall 2017 semester, CMGT 8040 Building – Civil Services. We look forward to CMGT 8050 Budgeting / Conceptual Estimating and CMGT 8060 Risk Management in Design & Construction of Buildings being offered in the January or April semesters. Students should review for additional information.

As you are aware, CIQS is considering the restructuring of the Institute from an Association of Associations to an Association of Members.

Members received additional information at the CIQS Information Session held on Sunday July 23, 2017 at the Western Bayshore Hotel. Former CIQS Chair Matthew Weber, PQS(F) discussed the restructuring, and answered questions from members. One key point made by CIQS is that members currently feel disenfranchised.

Since the information session, CIQS has informed the CIQS-BC board that a possible vote on the matter has been extended, and a survey is being developed by CIQS. Additional information sessions will be held with dates that are to be announced.

The CIQS-BC Board is currently having discussions on the concerns that members feel disenfranchised from CIQS. We will bring forward proposals of critical action items to reconnect with the members in near future.

We encourage anyone with questions, comments, or concerns. Please reach out to CIQS-BC at

Should any member wish to assist the CIQS-BC board by providing additional ideas on how to increase membership, we welcome you to email the Membership and Communication Director, Mr. Jack Chen, P. Eng, PQS at

James Bell – Associate member

Hello, I am James Bell – the new student member on the CIQS-BC Board of Directors.

As the new student member of the CIQS-BC board, I hope to assist the other board members in achieving their goals. Additionally, I plan to gain a deeper understanding of what it means to be a student member of our association, and what the current benefits are to our student members. I believe there are many opportunities to offer additional resources and support to our current student body, which I believe will also encourage student membership.

By engaging with the student body at BCIT, I intend to find areas of interest and connect students with relevant resources. I hope to explore options for information delivery, such as building a student web portal for informative webinars and helpful course information. I will help to organize and market student focused networking events, and represent the CIQS at BCIT events. I believe building a stronger student membership within the CIQS will help to promote our industry throughout the construction community in BC.

BC Construction Association has published a construction standards and guide for 2017 advertising CIQS and our role within the industry (see link below).

BCCA has advertised CIQS on and in the guide, here is the link:

BCCA also has upcoming seminars for the Infrastructure Master class throughout BC in October, November, and December. Please go to their website at for more details.
